Do we really need budget every year ?

Do we need a budget drama every year ? It take ministry almost 2 months to prepare, Implementation start after 2 months , people take 2 months to understand its implications on each sector, 2 months public holiday across the country; so effectively the system works only for 6 months and at the most of a year , we could see that the budget implementation are either halfway or less and then a new radical new budget comes in

I found most of the sectors in last fiscal year only spent 20-45 % of their budgeted amount ; so implementation was less than 50% across all sectors ; so what is the fun changing the focus effectively on every 6 months ?

Rather lets keep the budget plan for 3-4 years and option of amendment in between if needed. could be more effective to see if i really bring some changes. I have a rural background and I monitor the actual changes what's happening in villages. No visual changes you could see before 5 years whatever budget impact happens ( irrespective of the Government / state/ central)

And who is accountable if the target not achieved or failed in specific sectors? there is no mechanism to penalize . So without any accountability , what a planning means and we all know how it works when we don't have target and that's the character of our Government organization, " no work full pay +extra fun"

So who benefits actually from this yearly celebration?

1) of course not the tax payers

2) Government publicity mechanism , lot of propaganda so the party in power could give lot of high hopes and make political statement

3) Media to make some money in publicity; probably Arnab Goswami could raise his voice more and more and increase TRP

4) Some intellectual make money by giving lectures on pros & cons; though they themselves self doubt about actual gain.

5) Political opponents to make noise and rubbish all efforts whoever in power even if we could get God to manage finance ministry

6) Some tax consultant / lawyer make it more complicated ; not to make easily understandable by common man so make little extra money

7) and some stupid like us spend 2/3 days to understand if we have any real gain from it :)

There might be more ...

Can't we think out of the box ? do we need to follow the same old path and achieve nothing year after year ?
